Ms. Junio has been managing and leading State Mandated Costs Reimbursement projects for hundreds of county, city, school districts, and special district clients for nearly fifteen (15) years. During her tenure, she has personally prepared claims for over 125 local agencies. As a former MAXIMUS Inc. Vice President, she was responsible for the California local government consulting practice, serving over 300 agencies annually.
Ms. Junio is recognized as one of the key experts in all aspects of claiming and understands the unique filing requirements of each mandate. She has been a presenter at the California State Association of Counties (CSAC) SB 90 Service Workshops for the last ten (10) years; clients frequently seek her advice and counsel on SB 90 mandates and claiming processes.
Ms. Junio possesses extensive experience in dealing with the State Controller’s Office regarding reviewing and commenting on claiming instructions prior to their release to local agencies, responding to desk review and field audits, and negotiating strategies.

Ms. Sconce has over nine (9) years experience in the preparation and filing of State Mandated Cost Reimbursement claims. As a former MAXIMUS Inc. Manager, she has worked with over 150 counties, cities, and special districts preparing and filing SB 90 claims. Her attention to detail and personalized approach to claiming has gained her a reputation in the industry as an outstanding consultant.
Ms. Sconce has been a frequent presenter at the California State Association of Counties (CSAC) SB 90 Service Workshop for over five (5) years. At these workshops, she has trained local government officials, staff from the State Department of Finance, and the State Controller’s Office on how to file a claim, documentation requirements, and mandates affecting various departments. In addition, Ms. Sconce possesses direct experience in responding to desk reviews and working on field audits with the State Controller’s Office.
Ms. Junio and Ms. Sconce manage the day-to-day project activities, ensuring all tasks are completed satisfactorily and on time. They will be involved in activities such as:
- Orientation and training sessions
- Data collection and analysis
- Follow-up
- Claim preparation
- Review of claims prior to submission to your agency
- Support any desk reviews or field audits that may occur
